Parliamentarians gather to reflect on parliamentary affairs and the law-making process

Province 3 Assembly Members convened at Dhulikhel over two days to discuss parliamentary affairs, along with the challenges that they have so far encountered.

Dhulikhel, November 5: Parliamentarians of Province 3 gathered in Dhulikhel to discuss the problems and challenges that they have been facing while executing their roles as law-makers. The conference—Orientation on Law-making and Parliamentary Affairs for MPs from Province 3—was organized by the Secretariat of the Provincial Assembly of Province 3, with support from UNDP's Parliament Support Project. It took place on November 5-6 and was attended by 30 Provincial Assembly members.

Speaker of the Provincial Assembly of Province 3, Sanu Kumar Shrestha, addressing the inaugural session, stated that the orientation would help in “preventing potential errors in the parliamentary process and law-making.” He also shared the experiences and challenges he has faced as the head of the Provincial Assembly.

The first day of the seminar saw Tara Nath Dahal, Chief Executive Officer of Freedom Forum, facilitating a session on the principles and practices of the open parliament, and the open parliament practices being followed in various countries. His session covered different monitoring mechanisms in the parliament and the history of parliamentary practices in Nepal. Additionally, a session on the principles, roles and practices of parliamentary oversight was facilitated by Bharat Gautam, Secretary of the Federal Parliament Secretariat.

On the second day, Dhruba Ghimire, Raju Man Singh Malla, Komal Shali Ghimire and Janak Raj Joshi facilitated separate sessions on the law-making process, legal drafting, delegated legislation and negotiation, and knowledge management.

UNDP’s Parliament Support Project (PSP) is devoted to supporting the capacity building of parliaments, creating wider discourse around draft laws and promoting parliamentary openness, among others. The project also emphasizes on the creation of opportunities for people from marginalized groups, youth and women to participate in parliamentary affairs.
