Guideline for Bill Review

Lawmaking is one of the core functions of the parliament for which the parliament adopts rules of procedures. As per the rules of procedures, a bill undergoes different stages including discussion on its principle; notice for amendment; clause-wise discussion in the full house and respective thematic committee; review by experts; public consultations with citizen and stakeholders; preparation of the report, its submission in the parliament followed by endorsement from both Houses. Then, the bill is authenticated by the President and published in the Nepal Gazette.

This guideline basically focuses on the issues that need to be considered by experts, MPs, members of the thematic committees or the committee itself while reviewing, consulting or holding discussion on a bill in the committee. A review carried out with appropriate methodologies, process and standard has its high significance for qualitative and effective lawmaking process. This guideline, which presents five sectoral questionnaires and steps for bill review, will contribute to a qualitative and effective lawmaking process. This guideline may be more useful to MPs of the Federal Parliament, Provincial Assemblies, their thematic committees, secretariats and experts, in particular and anyone interested to know about the bill review process, in general. It is prepared by using in-house expertise and published by UNDP's Parliament Support Project (PSP).
