“National discussion needed to formulate effective TVET policy”

Nationwide policy deliberations as well as political commitment is vital to ensure effective technical and vocational education and training (TVET) programmes that can help bring about economic development in the country, according to Nepalgunj Deputy Mayor

“There should be better coordination and understanding among the government, political parties, teachers, guardians, education entrepreneurs, students, as well as other education stakeholders  to initiate a national debate on how to enhance the quality of technical and vocational education and  link it with the job market,” said Deputy Mayor of Nepalgunj Sub-Metropolitan City Uma Thapa Magar while addressing a workshop jointly organized by the Ministry of Education (MoE), the Council for Technical Education and Vocational Training (CTEVT) and UNDP Nepal’s Support to Knowledge and Lifelong Learning Skills (SKILLS) Programme in Nepalgunj, Banke, on December 24.

She further said that such technical and vocational training should be backed up by a supportive policy environment that duly addresses the local context and emphasize local needs. 

“Equal thought should also be given to make TVET in the country free of cost to ensure that women, marginalized communities and people from financially poor background also have access to skill training opportunities,” she added.

Speaking at the same programme, Hari Krishna Gyawali of Banke District Coordination Committee added that the federal, provincial and local governments should not only focus on formulating a sound and effective TVET policy, but need to also come up with full-proof implementation modality for the same.

“The problem is not always with the policy. In a country like Nepal, it is lax implementation that is at the root of the problem most of the times. A robust implementation modality is crucial to ensure that TVET actually works to create jobs, enhance living standard and bring about economic development in the country,” Gyawali said.

Meanwhile, Joint Secretary at the Ministry of Education Dr Dilli Ram Rimal said that the new TVET policy that will come into being after the ongoing nationwide consultations do away with prevalent gaps, confusions and problems seen in the existing TVET provisions, in a bid to deliver qualitative and inclusive technical and vocational education to the people of the country.

He said that new TVET policy will hand over the entire responsibility of implementing and managing technical and vocational education at the local level to the local governments across the country while that of monitoring, evaluation and regulation of TVET will be shouldered by the provincial governments. The federal government, on the other hand, will only assume the responsibility of formulating necessary policies to enhance TVET, set national quality standards and award accreditations.  

Dr Rimal further assured that the government is very positive about suggestions received from TVET stakeholders during the policy dialogue process to build at least one state-of-the art polytechnical institute in each of the seven provinces of Nepal.   

Ward chairpersons speaking at the workshop which saw more than 100 participants from various sectors said that since Nepal is enjoying a demographic dividend with an estimated 55% economically active population, the country and its people stand to benefit a lot if the government, together with the private sector, manages to channelize the resources well to produce skilled workforce in the country.

Chairperson of Banke District Coordination Committee Ajay Kumar Shrivastav, CTEVT Director Deepak Poudel, Under Secretary at the Ministry of Education Dr. Mukunda Mani Khanal, Under Secretary at Ministry of Labour and Employment Jiwan Rai, Banke District Education Officer Bhim Bahadur Saud, National Planning Commission’s Phandindra Poudel, among others, also put forth their respective views during the interaction.  

Similar workshops have recently been organized in urban centres of all seven provinces of Nepal to solicit feedback from elected officials of local bodies, private sector representatives, TVET providers and concerned stakeholders on bridging existing gaps in technical and vocational education and training (TVET) provisions in Nepal to improve employment, income and livelihood prospects in the country.
