Public Expenditure Tracking Survey Report

To ensure that the budget allocated to climate related programmes do reach the vulnerable farmers to help better prevent and respond to emerging climate threats, there is a need to track the money, and CSOs have an important role to play in this endeavor. With this in mind, the Ministry of Agriculture, Land Management and Cooperatives, in collaboration with Freedom Forum and with technical support from UNDP, conducted a Public Expenditure Tracking Survey of the government-funded ‘Cooperative Farming, Small Irrigation and Transportation of Seeds & Fertilizers Programme’ in the districts of Bardiya and Udayapur.

The findings of the survey, reflected in this report, underscore the imperative of carrying out similar exercises that apply specific transparency and accountability tools to enable a wider range of beneficiaries to understand the scope, expected results of budget allocations and actual expenditures in relation to climate change adaptation policies and activities.
